When moderation is turned on, can users be flagged as trusted so that moderation is skipped for those users? In other words, we would like to only have to moderate users that we have labeled as trusted. We will be converting from Active Forums and that is a feature of Active Forums that we use

It depends on the requirement. Do we want to dedicate a security role as "Users in following role are auto approved" or do we want to maintain a separate list for each user internally.
