Where can I translate the file upload parts of the Live Forms upload field?

  It is not possible to translate Add Files and Start Upload button's Text of File upload control at this time. Please add this to our Community Ideas

  Or 

  If you want to translate menu of File Upload control then you can translate it from following path

  Navigate to persona bar > Site Settings > Languages > Edit through localized language icon > Resource File > Local Resources > DesktopModules > LiveForms > Views > Design > App_LocalResources > Design.resx
