Live Campaign Bounce Management

Our Bounce management on Live Campaign has not been clearing out the email from the email account in awhile I noticed it hasn't registered any emails as bounced since the same time. Looking at the admin logs, I see this error showing in relation to the bounce management on the scheduler:

What would cause this? We have all of the correct parameters set up in bounce management..
