When viewing posts these user controls disappear.  Along with my other idea to remove the button at top And/Or allow more buttons to be created that point to other pages or even page anchors for something like Guidelines at the bottom of the page that can be linked in the same area. 

I believe these controls should stay visible even when looking at a post as they give you a place to go back to other than home at any time you are using that module.
