Use case: I would like to have pages that contain data that should be seen only by the moderators/admin. For instance I would like to allow them o set "Featured From" and "Featured To" dates.
One simplistic possible way to implement this is to say that pages that appear after the submit button.
If I understand correctly, you're asking for permission at the individual field level.
This is extremely complex and far outweighs the benefits vs the development effort. We don't see this happening in near future.
