Both share the same basic functionality, but outside of the workflow issues are there things that the blog module does that articles doesn't? In other words, I need to have blogs and news but at the moment I have to choose so I'm trying to decide what is the value/feature proposition for each.

As far as I know, the functionality I mentioned above is not available in Live Blogs. I made that decision two years ago and those three issues were important for me so I choose Live Articles. When you choose Live Blog and you find later that you really need to switch to Live Articles you can always import blog posts Support Center > Live Articles > Importing > Importing
Live Articles has everything Live Blog does. In addition it has:
- Workflow Approval - Version Management - Multilingual Content - Ability to have multiple Pages within an Article - Permissions for individual articles and individual pages within it - Ability to have attachments to articles/pages - Ability to show "Marketing Material" when user doesn't have permission to view the article

Will Live Blog work independently if installed on the same DNN instance with Live Articles? I wish to have a private blog using the timeline layout.

It is not available in Live Articles at this time.
Yes, Live Blog will work fine with the Live Articles on the same DNN instance.
It has been added for Live Article 3 and hopefully it will be out later this month.
