Set default root folder of links and images in ckeditor config

I saw in the release notes of the last HTML editor that we can now 'Set default root folder of links and images in ckeditor config. How is this done? I cannot find any information about this here https://www.mandeeps.com/support/knowledgebase/html-editor

    Click on Custom Editor Options > Now under Link and Image you will see select Root Folder option.
