Please set the fixed_menu variable false in InnerHtml.ascx depending on which skin you are using like below.

<script>jQuery("html").addClass("ie ie9"); var fixed_menu = false;</script>

/Portals/_default/Skins/Dixit/InnerHtml.ascx
