Allow guests to review and rate product

To allow guests to review and rate products:

From Manage, go to Store > Settings
Click Yes for Allow Anonymous Users To Write Product Reviews
Click Update

Product Must Allow Review & Rating
See: Allow customers to review and rate a specific product
