To display products by custom sort order:
- From Manage, go to Store > Settings
- From the Catalog > Catalog View section, select Suggested for "Default Sorting"
- Select Custom Sort Order for "Suggested Products"
- Click Update
Set Product Custom Sort Order
Create a new product or Edit an existing one. From Details > Visibility, specify the Display Order and click Update.
