Charge tax based on billing, shipping, or a specified address

Charge tax based on billing, shipping, or a specified address
  1. From Manage, go to Store > Settings
  2. From the Tax section, specify whether tax is calculated based on Billing, Shipping, or Store Address (Tax Based On)
  3. Click Update

Use Store Address to Estimate Tax 
If tax is calculated on Billing or Shipping address then catalog can "Use Store Address to Estimate Tax" until billing or shipping address is captured
